The blog suggests they'll mostly be in 2-box sets, one featuring the "action body" and the other featuring the armor. Ex-Aid was a many-Riders show, but Zi-O has just the two starting Riders. I could see a few different scenarios:
1. The line focuses mostly on Zi-O and Geiz, and we get a TON of action bodies for those two characters.
2. We don't get a ton of their action bodies (although I'd expect extensive Armor Time sets,) and instead, the line delves into prior Riders, bringing them up to Bandai Candy's current standards. As you pointed out, I'm dubious about this due to ShodoVS.
3. We don't get a ton of action bodies or prior Riders, and those boxes focus on more Armor Time sets.
Come to think of it, I suppose we could see a lot of the kaijin Riders. I'm not sure they'd go that far, though, given the massive amount of new molding that'd be required, and that those designs aren't super-friendly to the candy toy format. The prior couple of SODO lines relied heavily on mold-reuse, which is relatively easy given that Toei tends to share lots of parts like base suits.
