So I'm confused and also hopeful.

All the Tamashii Nation Events exclusives are now up for pre-order on Nippon-Yasan. Which is a middleman site. And the exclusives can be ordered by people outside Japan. Where the event they are exclusive to is being held.

Unless I'm misunderstanding something, am I right in assuming you can "order"/reserve the exclusive figures from the events and have them shipped over?
