Getting people to buy Kiva in the first place is the important step, they will do so it if they want a complete Heisei-Rider lineup. That's why this marketing campaign is so good.
Now, once collectors have the figure in-hand and can appreciate it for how nice it is, it becomes much easier for Tamashii to market remolds. Like: "Hey I don’t like Kiva that much but this figure is great, I wouldn’t mind getting a blue one with a sword". Making them fall down the rabbit hole and all that
Of course it will still heavily depend on Kiva's popularity as a whole but testing the waters is definitely something they should try, just releasing Garuru Form and seeing how well it does sales-wise seems like a smart thing to do.
Who knows how the popularity of Kiva has changed over the years? I never watched the show until recently and quite like it, many new Rider fans should have emerged over the last 10 years as well. I have no idea how popular shows or characters are in Japan, it just seems like a good business idea to try and sell Kiva now while the "missing Rider"-thing will be fresh in people’s minds.
