Have you ever considered that TaJaDor debuts in episode 20, and PuToTyra debuts in episode 32. There's none of this symbolism stuff underlying it, that plays into the story themes. As far as Toei's concerned, whatever comes in the 30's is the final form, since that's usually the final form they get (the final regular form, at least).

Also, toy-only sutff's only been rare since Gaim, since Wizard/OOO/Double has tonnes of Legend Rider merch that never saw televised procedure. Considering all the variations in Gachapon and SG ridewatches, I don't think there's much chance of them all being shown off. The final form ones are more likely, but when there's stuff like, say, Evol out there, it's a small chance.
