It was fairly clear they are cannon to at least the comics considering they have a fairly prominent role in Shattered Grid. The real question is if the Boom Comics are even partially cannon to the current incarnation of the Show. Soul of the dragon doesn't really even make sense in the context of the rest of the comics given that the Mighty Morphin era no longer takes place in the early 90's in the ongoings but in the OGN it still has to in order for Tommy to be the age he is in the S.P.D. Era.
