That's because Ryuki is one of the series that people wondered hwo the hell Ryuki still has his powers even though the TV show ended with a reset button, and Zi-O basically said Episode Final is the new canon, and the miniseries will probably help to piece it all together.

Plus, Ryuki is arguably the series that changed Kamen Rider forever. None of the gimmicks, and just Rider gimmicks but also Super Sentai and Ultraman wouldn't exist if it weren't for Ryuki so I guess Toei wanted to pay tribute to their biggest game changer.

Also because Ryuki's actor is free, so he has time to make a special.
