For now I assume they just placed them there randomly to say that the next issue will also have super sentai stuff as always since that last scanned image is just a preview page for what to expect in next month's issue. Plus other than the text Super Sentai written in Japanese there is nothing around it to indicate some special or event.
As for what Towa is wearing seems like more of a short-sleeved tunic.
