I added another edit in right right before I saw your reply.

Tsukuyomi, if what I hear is right (I don't have time to torrent episodes now, sorry), said at the start of episode 22 that she truly believed Sougo could never become Oma Zi-O.
Combine that line with Sougo "betraying" her trust that very same episode, and it all makes sense why she acted as rash as she did in recent episodes.
