Ryotaro's actor thought that showing a 10 years older Ryotaro could betray fan's expectations of what a more mature Ryotato would be, which is why they settled with him possessed by Urataros, which allows them to show a more mature Ryotaro but without really making it clear that it's really Ryotaro's personality.

As far as Build goes, I'd just assume he recovered his memories due to Fuutaros' power (which is effectively what happened, it's just that he had been erased before even the erasure in this movie's plot and they don't bring that up since it'd just needlessly complicate things).
