Super TaToBa also was used in Movie Wars Ultimatum, and then OOO never used a final form again until Heisei Generations Final. The main issue is that many directors don't seem to care about form changes in general for past Riders (form change for the sake of form change/powering up, rather than toy advertisement) and so movie forms would be a level bellow that.

It's pretty much only Shibasaki and Sakamoto that seem to just enjoy allowing the Riders to use form changes and acknowledge movie forms (also Hidenori Ishida in Wizard's finale, but it's hard to tell since he didn't direct any other crossovers).

Putotyra actually hasn't been used as the "final" form in any of OOO's post series appearances so far though, only in games and merchandising. Putotyra was used in SHT, Ultimatum and Wizard's finale, but as a standard form change (with Super Tatoba being the final form in the later two, and no final form used in SHT). This movie might be the first time it's actually used as OOO's final form in a post-series movie.
