At the risk of sounding sexist. To me this fits perfectly with the idea of Valkyrie being a female rider because it seems like Toei is experimenting with her. They're willing to put a her in the spotlight, but not that willing to spend the budget on giving her more toys than necessary, and are now waiting to see how her first quarter sales fare before they give her more.

It's not really sexist to point out someone else's double standards when it comes to a character's gender (no matter what the reason may be). I took it as evidence as well; there hasn't exactly been a lot of merchandise and such given to female characters before -- Gaim's Marika and Ghost's Himiko only had their figures released as Premium Bandai exclusives; while Ex-Aid's Poppy and Nico didn't even get figures outside of Figuarts and Sodo. It's a noticeable trend, so if it applies to a new rider; it's not a bad bet.
