Because japan really loves to do that with a passion (like Yuzu in Yugioh Arc-V. Making you believe she is as strong as the protag and will maybe evolve in parallel of him, but then she becomes the damsel in distress after 1/4 or 1/3 of the show).

And while I really love Poppy (AND NICO !) and fact she was popular (i didn't know that tbh), she transformed like what ? 5 times ? (I didn't count but I know it's really few times).

Now it's a new era, so maybe things can change.
if women can be given major roles without cutting them halfway, I will be the first one to be happy.

Valkyrie's breast plate has actual breasts instead of Vulcan's square pecs as we actually got clearer looks at the suit due to better quality scans and considering those two use the same device, they look similar. Horobi and Jin share the same general design too

Poppy scored high on a Premium Bandai poll to get a Ridewatch alongside a bunch of other Riders, though I don't remember the amount of Riders or which ones they all were on the top of my head. I know Cronus won too and I think Scissors won an extra spot there too.
