Not all Toku are made to sell toys because Toku is more than just Kamen Rider and Super Sentai. Also, your show can be a toy commercial and still tell a good story. Just don't treat your audience like idiots because kids are smarter than what people give them credit for.

I don't mind having some reasons for some things happening in a show, but I do think that not everything needs to be explained. Somethings are easy to figure out without telling us why. It is also nice to have some mystery for people talk about as well.
