If it were up to me, all five of Zero One's riders will get in on the action. It can be a temporary alliance with Horobi and Jin since we've done that with villains in these kind of movies before.

In the end, Zero One and Zi-O will naturally team up against the main villain, Vulcan and Valkyrie can hang with Geiz, then Jin and Horobi with Woz. Or switch up one of the AIMs with one of Metsubojinrai for even further 'working with the enemy' shenanigans. Tsukiyomi can hang out with Izu.
