Toei are the ones that is not letting Kamen Rider get release outside of Asia. From many people have told me that Toei asks for a lot of money for Kamen Rider. The amount of money for it is the same as a major anime title because Toei considers Kamen Rider as their major shows next to Dragon Ball, Sailor Moon, and One Piece.

People don't want to pay a lot for a niche show. Ultraman, and Garo are from different companies and have different licensing fees. Juspion was probably cheaper for Discotek to release because Metal Heroes has not been a major title in ages.
