There's also an out of package picture too with all of their accessories, for both Rocky and Blaze. Blaze's briefcase is in the spot people think Rocky's tonfas might be hiding (the bit up top is clearly the energy effect, but the bottom right has space left)... but the out of package picture has it clearly included. Rocky's does not have any tonfas, just the visible weapons, hands, and effect part. So the only conclusion I could draw is that they're not included. :/

That little thing off to the side that some think confirms his tonfas and others say is just an energy effect...to me at least it looks like Tanya's rarely used nunchucks, colored blue!

I seriously hope I'm wrong here, but I'm currently of the opinion that maybe someone at Hasbro made an oops-y!
