That's one of the things that's pretty consistent about G3: it's a suit that was designed to fight a specific class of monsters and the ones it's actually fighting are way stronger. It's like Hikawa bought all the best gear from the starting town shops and is taking it into the final dungeon. He's badly outclassed but the fact that he never lets that stop him is a big part of why he's so great.

That's a thing I forgot to mention from the first episode that I really liked. The advantage of feeling like a second season of Kuuga is that Agito gets to start off in a real sweet sequel spot, where everyone's levelled up and top-tier powerful, there's a We Got This feeling amongst the heroes, and then they just get wrecked by the villains. All that confidence just evaporates, and it's somehow worse than when they started and didn't know their limitations. Now they think they've got the answers, and The Unknown change the question.

Obviously, that's for all of the police characters than for Agito (dude knows his way around a Rider Kick), but since the majority of the POV is from non-Agito characters, it really sets a tone for the show.
