Saban apparently got to point when he could port Sentai over to the States by publicly singing the Jetman theme! Whether they chose Zyuranger cause 1): it was easier than Jetman, 2): an obvious attempt at capitalizing on Jurassic Park, or just 3): a matter of timing between Saban and Toei, is anyone's guess!

The book was out in 1990 so I assume when the word was out that the movie will be made by Spielberg and that it is most likely gonna be a bona fide hit, they probably took a gamble(a good gamble too) during pre-production and decided to capitalize on the hype is my speculation.
