I think the extent of the Burning Falcon form was already shown when Thouser and Jin kicked together. They were equal. But yes, I do believe Jin is holding back. He was very calm and less tense in the fight.

A bit of a stretch, but I think it kinda shows that the power strength of the form is of little value to Jin as much as his fighting skill is.
