If you count alchemy and homonculi (and I mean the fantasy kind, not historically accurate alchemy which was just chemistry before chemistry) as supernatural, then OOO is a supernatural rider too, and from what I hear that season was very successful. Just like Gaim, the riders' equipment looked like technology and was developed by scientists, but the source of their powers was supernatural.
I don't think the coincidence of a few disliked seasons being supernatural means supernatural doesn't work for Kamen Rider. Especially since with Hibiki, Kiva and Ghost, there's other clear reasons why they weren't good (Hibki was supposed to be its own show but got adapted into Kamen Rider AND had a major staff change halfway through, Kiva got too ambitious with the multiple timelines and the main suit weighed the actor down, and Ghost blew the budget on suits and rushed through the first half of its plot too quickly).
Also, even the seasons that are purely sci-fi have technology so advanced it might as well be magic. Nothing in W, for example, is based on real science.
