Yeah, I think I read on the Wiki that Philip, Kuuga, and Hibiki are the three that are Not Gonna Happens when it comes to Legend Riders, and the Hibiki one was because he's forever pissed about how that show ended. Hibiki's actor is both due to what you said... and because he's ex-communicated from the studio due to certain abuses.

Den-O's actor on the other hand, while he did turn up in Forever? It was a MASSIVE undertaking both in spending and keeping it secret; and something that ended up blowing peoples' minds. It was to the extent that they couldn't really get anyone else back beyond voice roles -- which ironically, even included passing over Philip's actor who said he would have been happy to be in the movie! He's a huge name in movies in general so he's unlikely to come back again; this was just a special one-off that was only achieved through maximum effort for the sake of the anniversary.

... talking of which, you can certainly count Drive's actor in as one of those main Rider actors that struck it big.
