As I've heard it, Joe Odagiri basically did Kuuga as a favor for a friend. He's more of a serious movie actor now and he considers his tokusatsu work to be kind of an embarrassment (it was a big deal when he did a cameo appearance in Daimajin Kanon, which was another favor for the same friend).
Masaki Suda is a hugely in-demand actor. It's not that he wouldn't come back again, it's just that he's literally booked years in advance. The same is generally true of Sota Fukushi (Fourze), Takeru Satoh (Den-O), and Ryoma Takeuchi (Drive).
Shigeki Hosokawa's (Hibiki) case is a little different. He was very vocal about his justifiable distaste for the butchered travesty that was the final part of Hibiki (preview for your Hibiki thread; I have THOUGHTS about that show) and that definitely created a big rift between him and the company. More recently, though, he was blacklisted from his agency due to accusations of power harassment. So even if he did want to reprise the role, he couldn't.
Really, if you go looking back all the way to the Showa era there are a lot of interesting stories about the actors and their continued involvement/lack thereof with the show. Skyrider's actor, for example, always wanted to come back to the franchise but his agency wouldn't let him because it was a kid's show. Rider 2's actor has returned to voice the character, but can't appear as him on-screen because he was badly scarred in a house fire. And then there's Super-1's actor, who scammed a bunch of fans out of money before completely vanishing off the grid.
