Because Gai isn’t a criminal. He’s a respected CEO while Aruto is the guy who’s slowly dragging the goodwill his grandfather built up through the mud. If he captured or killed him, then Aruto would be the one to go to jail while Gai would either win the competition by default or be commemorated. And if Aruto did take his Driver, then Gai could still have him arrested for stealing, since the belt is legally HIS property.

Last episode, Fuwa beat Yaiba, Aruto beat Gai in the fight . . . and Gai still took over Hiden Intelligence because he "won" the competition and "won" the vote over the Humagear city. In both cases, Gai played dirty and Aruto caught him, but couldn't do jack shit about it.

Aruto has no physical, undeniable evidence. Any case he could bring up would be thrown out by any reasonable court.
