It hasn't been done yet, but yeah Advent Decks can be used by anyone. You'll see later in the series. As for the "they can't even use the cards in another Deck", it ties not into who's the human form of Rider (Shinji, Asakura, etc.) but on which Kamen Rider (Raia, Zolda, etc.). Advent Cards of certain Contract Monster, no matter who scans the card, the Contract Monster will only give the weapons into the type of Rider it contracts to, but it doesn't take into the account on who uses that Rider Deck (Darkwing will only give weapons to any Knight, whenever it's Shinji or Ren or anyone transforming into Knight).

The Ryuki & Zolda scene at ep. 26 means that Magnugiga's Advent Cards will only give weapons to anyone becoming Zolda, not necessarily Kitaoka.
