Definitely not the latter - that was an intentional change. Kamen Rider premiers in the autumn now, that’s just fact.
Toylines are planned months in advance, though, and the next Rider’s toys will already have been planned for release...the show is also written/filmed very close to being aired, so...
It’s anyone’s guess whether they will abridge the end of Zero-One to have the new series start when it was planned to, or push the toyline back so that the new show can start later. I suppose they’ll pick whichever option loses them less money.
