Why should they include a Nago head? As far as I remember (I could be wrong though) Nago was never seen helmetless in Rider form.

Nah, it's an amalgamation of characters which had to be expected given how many users the IXA sxstem had. On one hand it's Otoya given the head, on the other you have the burst mode head, extra Fuestles and the weapon which only the modern day IXA has, of which Nago is the most prominent.

But it's IXA, there could be almost anyone in this suit, it's up to your personal preference
