According to Nachi Sakuragi (Gai’s actor) during his interview with Uchusen magazine, that not only does he deliberately makes Gai as despicable via his acting, his goal is to make Gai even more hated than Masato Kusaka/Kaixa, who is one of if not the single biggest Hate Sink in the entire Kamen Rider franchise (other candidates being outright villains like Takeshi Asakura/Ouja or Tenjuro Banno/Gold Drive).

He says that when he reading the script, he realized his character would be hated by the audience for being so evil. He said that if anyone hated him, it was a compliment.

He cites Masato Kusaka/Kaixa, Gendou Ikari (Neon Genesis Evangelion) and Freeza (Dragon Ball Z) as his inspirations for his portrayal of Gai Amatsu.

Sound like he doesn’t want his character to turn good at all and want Gai to be despises by the audience more.

FUN FACT: Initially, he auditioned for Zero-One, but for the characters of Aruto and Fuwa. In the end, the character that suits him best is Gai Amatsu.

Just imagine Nachi Sakuragi got the role of Aruto Hiden than Gai Amatsu...... that would be very different story if he got that role.
