I feel they don't use them enough.

When a villain returns, typically in a crossover movie, unless they're the big focus, typically they're just a mook in a crowd of summoned villains.

It's always rather disappointing to see classic villains like that. Villains with interesting personalities reduced to a bigger villain's henchmen. In situations like this, they also have no showcase of who they really were beyond just a punching bag for the heroes. An enemy who, in their own show, needed the help of an entire group of riders to beat in a 3 v 1 scenario, now beaten by 3 punches.
