Remember he was the head of ZAIA (Japan) by the time the Ark was originally constructed, which was at least 12 years before Aruto inherits Hiden Intelligence. Meaning if Gai really is 24 currently, then that would imply he was a 12 year old regional CEO at the by the time he caused the Daybreak Incident, which doesn't seem likely.

I think this "Age Spoofing" crime implies he illegally claims to be "eternally 24" even on critical stuff like his taxes or his bank loans.
