In a technical sense, the final form debuts officially in episode 40. Build and Zi-O did this with episode 39 merely teasing the final form, with the following as its official debut.

Plus with the rumor of Zero-Two being a permanent upgrade, it would make sense to have him debut in 40, since he's still getting used often until the end.
