Yes but that doesn’t really matter in terms of Figuarts because the suit is not the same. If they make Z Sevenger it'll still be the first NG monster release since the Leo Sevenger is different.

Still technically true. Galactron is entirely new, and it shouldn’t be too unrealistic to get it eventually, it's so prominent in the franchise ever since its first appearance.

It really depends on how prominent the Original Z suit ends up being in the show. Orb had his original form double as the final form, which means it saw lots of action and is considered his standard form whenever he appears in the movies.
But maybe we shouldn't compare Z to Orb, but Geed instead. Geed also has fusion forms, and an original form - the base Belial suit. But it has never been used as an actual form, so whenever Geed appears his fusion form is his standard look.
If Original Z' appearances stick to the fight in the first episode and his talks with Haruki, I doubt he'll be retail if they make him.
