Another Riders are corrupt versions of the Main Rider. Another Agito is a failed Agito Seed, in essence, a Seed that has become corrupted. Aka, he is a corrupted Agito. Just like an Another Rider. And the ability to turn others into it just ties in wonderfully with Agito's world-building that Agito is the next step in human evolution.

I'm still a little disappointed we didn't get Another Another Agito.
