If you mean Dragon Commander vs Houou Soldier, I agree that they both count as sixth rangers. Twice the rangers, twice the sixth rangers. It's not that hard to figure out and both fit the normal requirements.

I'm not sure I buy TheBee for tertiary status though, shared or otherwise, for reasons I will not go into right now because it would involve me talking spoilers.

Speaking of which, isn't it a spoiler that you basically just confirmed there will be at least four riders? I was very carefully not making comments that hinted at any more than two, because the number of riders does vary and I think it's not fair to spoil anything more than two, but oh well. Spoilers got to spoil, I guess.
