Masaru Igami, the original head writer of Kamen Rider, was limited. Just watch any number of his other shows like Inazuman or Message from Space: Galactic Wars or even his few episodes of Return of Ultraman and you'll see how often he recycles the same plots again and again. He was also very sloppy at dropping plot points, something which his son, Toshiki Inoue, unfortunately inherited.

I don't understand why people shit on Kamen Rider J. Sure, it's not celluloid perfection like Kamen Rider ZO, but it is a fun 45-minute movie that's still a damn sight better than most Heisei Rider films.
