Depends on who you're asking. I would agree that they're probably the most well written duo in quite some time, and their relationship comes off as borderline romantic. Though you'd probably also get angry people who don't like gay people saying "CAN'T MEN JUST BE FRIENDS" and yeah that's true, but the way Banjou and Sento act never feels like two bros hanging out. Especially when they're screaming that they are the "best match." There is a reason why they had to give Banjou a "case of the not gays" in his V-Cinema.

They gave him a love interest who is so bare bones, a character so worthless and pointless to the story that removing her literally does NOTHING. The only thing in the movie she does of note is giving Banjou the Cross-ZEvol Bottle, but you could easily just make that Sento and it'd be make more sense than her. She exists SOLELY to give Banjou a female love interest. I feel like Toei knows there are certain Riders who are fan shipped with other characters of the same gender so they forcibly include female LIs. Or, as we know, make sure they have a case of the not gays. Remember, she isn't even MENTIONED in the Grease movie, that's how worthless she was and what her role is.

This is seen in both W and Drive as well. The Fuuto Detectives manga introduces pointless female character solely for Shotaro to have a love interest who is a WOMAN. In Drive media, there's Gou and Chase. Despite Gou literally dedicating his life to solving how to bring Chase back to life, they bring in a pointless female LI for him in his V-Cinema whom he suddenly falls in love with because both of their fathers are awful? Even though that was never part of Gou's character. The only characters to escape this, that often get shipped, are Eiji and Ankh.
