It's not an error. We literally have scans of it happening, and it's even written out as "Elemental Emotional Dragon".

I'm thinking Emotional Dragon won't be powerful enough to do what needs to be done, but it's too soon to debut Saber's final form, so he just gets a bit of a power spike, here.
