Yeah, pretty much; this is the big loss -- Toei's push has ironically made it more difficult to get into Toku. Not to mention it's likely scared off people who were maybe thinking about doing fansubs themselves; IzuSubs is a relatively new fansubber and I can only be thankful this didn't happen half a year earlier otherwise we might not have had them.
