Dyna Rex's head can look a little up and a bit down but that's it. Since the head parts essentially slide out from Soldier's torso and around his head, it wouldn't be possible to put any sort of horizontal articulation there. Same with vertical movement since it's both hindered slightly by the transformation parts and the helmet filling in the gap behind his head.
