I'm inclined to agree. And even if Foundation X were more interesting, having one master organization pulling the strings behind everything would rob the seasonal villains of a lot of what makes them interesting. Instead of a new threat with their own agenda, they'd just be yet another Foundation X plot.

I might be misremembering, but when they first appeared in W I got the sense they weren't masterminds, more like sponsors? And I think if you wanted to have an overarching evil organization, keeping them in a support role like that would be a better way to do it.
