To me that isn’t what he looks like before henshin but is simply just his first form, similar to how Ex-Aid have Level 1 and 2 form, with Level 1 being the “mini” form and Level 2 being the main, “Level 2” form. Maybe what they show is the main form and the unhooded version is the “Level 1” form, so to speak.
