I’m not sure where I heard it (probably somewhere on social media), but I think TTW is in part a sales tool for distributing screeners to potential international licensees. Gavan and Winspector are two of the most obvious contenders for potential US licensing. It’s not completely out of the realm of possibility that someone like Discotek licensed the rights and Toei blocked the series in North America in advance of a public announcement.
