The salaryman quote fits with the opening few scenes, which makes BOARD look very much like an office beuraucracy, with papers needing filing, approval to henshin, and presumably office staff running to check the emails for insurance claims from Garren's stray bullets, but that quickly gets put by the wayside for less specific stuff about for Tsukasa and Kazuma's restaurant adventures.

Even aside from his appropriation of Chalice's whole thing, the villain is pretty bland. Compared to every other Rider CEO, he's just some understated guy until we find ourselves in the Blade lab ("Comes with free glass bath full of green goo!") and he's summoning the forbidden trading card. But hey, Abyss / Padadoxa Undead is also here! And desipte being a villain for four episodes, he had no personality, no motives, and he didn't even try to steal anyone's motorbikes. Sad times.
