It's not easy priming both white and black to the same tone and then painting it. Even black with white paint over it may not be an exact match. It's also just a pain in general to paint those kinds of areas, as masking them is difficult since they're not just simple straight lines. If you use too many layers you're going to have an uneven, unsightly finish. It also doesn't help that Fourze's stripes aren't plain orange, but a slight metallic orange. That's a hard colour to replicate.

It really ought to ave been separate parts. It's prevalent enough to warrant its own gate on the A runner, there's no real reason it can't be separated. Parts separation is always preferable to painting, even if you plan to paint it anyway, because of the aforementioned masking issues.

Bandai makes these kits so user-friendly and sometimes has great colour separation and then sometime they just phone it in.
