It's mostly that it feels like you could completely cut out Kaitou from this story, and it'd pretty much still work the same? There's no real drama or intrigue to Kaitou's plot here. Onodera still gets on Team G3-X, even if it's only as the new Omuro. The G4 chip isn't really brought up beforehand (just as a concept, something Yashirozawa hopes will bring back Shouichi), and it's of zero use to the conclusion of the story. The entire dramatic weight of this story is on Onodera, Yashirozawa, Shouichi, and Tsukasa. Kaitou's relatively large spotlight feels... poorly motivated, story-wise.
