I guess this could be how they release them. But, then again, how many Lockseeds were in each set? I know 6 were in the Gaim Set, the added 3 in the base set, and all the additional sets. But, there are way more Riders and way less Forms, so I don't know.
Also, Mighty Novel X and Bang Bang Tank haven't been released in toy form. Hey, if the W Complete Selection Gaia Memory Set can have the Zoo Memory, the Zero Memory, the Queenbee Memory, the Flower Memory, the Dolphin Memory, and a whole lot of other Gaia Memories from the Novel, they could include 2 Rider Gashats that haven't been released in Toy Form.
