It feels pretty haphazard to me, and it wouldn't surprise me to learn that the placement of the various tributes was more down to logistics than narrative. Some seem pretty intentional (you have to start with Kuuga; Agito needs to be a few after Kuuga), but others seem to be an effect of outside forces (you have to do the Den-O ones around when the Den-O movie releases), and the rest could probably have slotted in wherever.

That said, I think the series has done a great job of using specific elements of each show to evolve Tsukasa in a logical, compelling way. He's gone from being a dismissive loner who doesn't see himself as a hero to a teammate willing to get involved in bad situations if he thinks he can make them better. Did Kiva need to be the second tribute in order to make that happen? Probably not, but Decade made it work.

Diend's presence is to introduce a love interest.
