Not even only Kaitou, some people would also defend bad behavior and mindsets (either from themselves or from others including fictional characters), like to continue with their bad behavior freely and not think anything about it, as the bad behavior can be overlooked (or probably the blame will be deflected to others such as the victims) if they successfully defend it. They'd support the bad behavior and do everything possible to make others believe it's not happening and sweep it under the rug. Overall they want the benefit of acting unethically, without paying any price in terms of being shunned or punished for acting unethically; they want something without having to pay for it, which'd suits Kaitou who is a thief.

I did! But Kai was (to me) commenting on vague endgame villains, while Narutaki is a vague full-series villain. Well yeah, though Kai is an endgame villain, Kai is still considered Den-O's big bad, the series' main antagonist. Though yeah I'd probably want for the irony and hypocrisy of Narutaki's self-righteousness where he can accomplish something as bad as Decade does to get rid of him to be touched upon.

If the execution is great? For that I wonder if you know about the (which may be also the source of his reputation too) TV production team keeping him on a leash or about his side work like the novels; him without leash. His TV stuff is also a restrained product of him; if we need him then we need the TV crew too (I don't like someone recognizable being given all the credits alone). Personally I'd not like if he forces his out of the safe radar in someone's story derailing their characters or such, where yeah, from before, I'd not like a view whene every protagonist should be made like Tendou or Tsukasa, or that to "fix" a character they have to be made (at least, making them worse is fine too) like those 2, which Inoue can sort of doing that (if not turning them into jerks, it can be about flanderizing their character into carricatures such as Todoroki in Hibiki), probably just treating anyone like the people in ep. 22-23 and working on "revealing their true nature".
