Yeah, that's a new wrinkle for Decade's powers in this movie, alongside the out-of-nowhere reveal that both Decade and Gokai Red can send people to an interdimensional pocket. It's always nice when a mystery plot hinges on a brand-new ability that's never set up and never seen again. A+ storytelling!
