It's so sad that he was much more memorable and effective in two episodes of the original series than he was as a Destron General.

Interestingly, this is also why so many plot tropes and twists got reused over the years in Kamen Rider (and many other shows, not just limited to Japan either). There was no home video, and reruns were generally avoided (they were seen as being unprofitable, which is funny because reruns makes up MOST of US television today) So shows would often reuse plotlines, footage, sometimes entire episodes, and fans were either generally unaware, or they appreciated seeing something they enjoyed the first time.
There was a great article on this on the (now defunct) Henshin Heroes site back in the day.
The thing I found really interesting about the V3 reruns (which also included the vampire bat in the apartment episode, the plant monster who steals the boy's sister episode, and one other one that I don't remember off hand) is that the cinematography was a lot closer to the original show's, especially for the remakes of early Hongo episodes. They really got into using the darker shots and weirder angles. It was cool, but a bit out of place compared to V3's typical visual style.
