This was brought up in the GoKaiger/Gavan movie, but the GoKaigers, in spite of being the pirate sentai, have not actually commited piracy. They only attack the evil empire that the space sheriffs consider criminals themselves and that isn't counted as piracy, apparently.

They get officially cleared by the Space Sheriffs as not being criminals of any kind.
